Notices of Intent for HUD Funds Being Accepted by Human Services Department

WASHINGTON, D.C. – July 15, 2013 – (RealEstateRama) — In preparation for the final submission of an application for funds to the U.S. Department of Housing and Urban Development, the Morris County Department of Human Services, Division of Behavioral Health & Youth Services is accepting Notices of Intent from all agencies interested in applying for funding through the county’s continuum of care process aimed at reducing homelessness in the county.

All agencies interested in applying for funding for both new and renewal projects, must submit a completed Notice of Intent found at www.MorrisHumanServices.org by 4:30 pm, Friday, Aug. 2, 2013, said Shelia Carter, Morris County Human Services Coordinator.

An agency may submit the notice by email to scarter (at) co.morris.nj (dot) us, by fax to 973-285-6713 or in person to the Morris County Department of Human Services, 30 Schuyler, 3rd Floor, Morristown, Monday through Friday, excluding holidays.

While Morris County anticipates $1,729,140 will be available, the final amount will be subject to HUD’s availability of funds, Carter said.

Eligible activities include Supportive Housing Programs, Shelter Plus Care, Section 8 Moderate Rehabilitation Single Room Occupancy and Permanent Housing Projects, according to Carter. Agencies interested in applying for funds must meet certain threshold requirements in order to be considered for funding.

For an agency, the threshold requirements are:

• A DUNS number
• A current CCR registration
• The ability to participate in the Homeless Management Information System
• Experience in serving the homeless or operating a project as specified in the form
• The ability to meet HUD mandated timelines for project implementation and operation

Project threshold requirements

• Project must provide permanent housing – requests for service funding will not be considered due to HUD restrictions on Bonus funds
• Project must serve eligible homeless populations – including individuals, families and/or youth
• Projects must demonstrate capacity to provide services funded through alternative sources
• Projects must demonstrate capacity to leverage additional resources and funds not less than 50% of request

All potential applicants must present their proposals at a mandatory meeting held Monday, August 19, at 2:30 p.m. in the Ground Floor Conference Room of the Morris County Department of Human Services, 340 West Hanover Ave., in Morris Township.
